HOUSE RESOLUTION

 

 

Requesting the auditor to conduct a sunrise review of the potential impacts of licensure and regulation of certain human resourceS management personnel.

 

 

 


     WHEREAS, human resources management plays a strategic role in managing people and the workplace environment; and

 

     WHEREAS, the increased need for human resources management by state departments has created a need for all public employees utilizing this resource to be assured that the services they receive are provided by qualified staff who follow professional standards; and

 

     WHEREAS, persons who hold themselves out as human resources staff are not presently required to be licensed, certified, registered, or otherwise regulated by the State; and

 

     WHEREAS, section 26H-6, Hawaii Revised Statutes, requires new measures, subjecting unregulated professions and vocations to licensing or other regulatory controls, to be referred to the Auditor for analysis; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, that the Auditor is requested to conduct a sunrise review of the potential impacts of licensure and regulation of certain human resources management personnel; and

 

     BE IT FURTHER RESOLVED that the Auditor is requested to include in the sunrise review a system of policies and procedures that should be followed after a complaint is submitted, which shall be maintained and consistent throughout all state departments; and

 

     BE IT FURTHER RESOLVED that the Auditor is further requested to submit findings, including the results of the study, any proposed legislation, and a recommendation as to whether the State should require licensure of all human resources management personnel employed by the State, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Auditor.
