SENATE CONCURRENT

RESOLUTION

 

 

Urging the office of enterprise technology services to improve the State of Hawaii's Open Data Portal by increasing and expanding the data sets available on the Open Data Portal, centralizing all open data sets of all State departments onto the open Data Portal, and continually updating the data sets for accuracy and recency of publicly accessible data.

 

 


     WHEREAS, the commitment of the state government to long-term strategic business and information technology transformation is essential to:

 

     (1)  Successfully harnessing the power of technology to increase service quality and satisfaction for the State's people on any island and at any time;

 

     (2)  Elevating the State's work force to compete within a twenty-first century economy that provides livable wages;

 

     (3)  Securing and protecting citizens' data and privacy in the modern era; and

 

     (4)  Promoting cost-efficiency, effectiveness, and transparency in the use of taxpayer funds; and

 

     WHEREAS, many states and major municipalities across the United States have adopted open data-driven policies that require government agencies to collect and publish data and promote data collection and sharing in the private sector, in recognition that access to empirical data is critical for decision-makers to make informed decisions in the interest of citizens; and

 

     WHEREAS, other states and major municipalities have established and operate successful open data portals, including the City of Chicago's Data Portal that hosts over six hundred datasets about its departments, services, facilities, and performance, presented in easy-to-use formats; and

 

     WHEREAS, in Hawaii, the Legislature passed Act 263, Session Laws of Hawaii 2013, requiring the executive branch departments to make electronic data sets available to the public through the State of Hawaii's Open Data Portal at data.hawaii.gov (now renamed the Hawaii Open Data Website), and requiring the Chief Information Officer, in consultation with the Office of Information Practices, to develop policies and procedures to implement the open data initiative; and

 

     WHEREAS, the Legislature also passed Act 167, Session Laws of Hawaii 2022, which established a Chief Data Officer and a Data Task Force within the Office of Enterprise Technology Services to develop, implement, and manage statewide data policies, procedures, and standards to facilitate data sharing across state agencies; and

 

     WHEREAS, according to the Hawaii Open Data Website, the State of Hawaii's Open Data Portal provides residents, analysts, and civic developers with unparalleled access to state data for use in increasing transparency, driving civic innovation, and engaging participants in a more collaborative form of government with over one hundred fifty data sets organized by six major topics, including Culture and Recreation, Economic Development, Employment, Environmental Protection, Formal Education, and Government-wide Support; and

 

     WHEREAS, there are certain issues with the existing State of Hawaii's Open Data Portal, including certain data sets not being provided in forms that are useful, data sets needing to be requested from individual departments rather than being constantly updated and readily available for users on the Open Data Portal, and some users being required to visit the websites of individual departments for certain data sets as they are not made available on the Open Data Portal; and

 

     WHEREAS, the State of Hawaii's Open Data Portal can be improved to include more useful and meaningful data sets by increasing the available data sets and expanding the breadth and depth of data types, and to provide a more efficient and consistent process for users to access and retrieve all state department data sets directly from the Open Data Portal by centralizing and continually updating them on the Open Data Portal; now, therefore,

 

     BE IT RESOLVED by the Senate of the Thirty-second Legislature of the State of Hawaii, Regular Session of 2024, the House of Representatives concurring, that the Office of Enterprise Technology Services is urged to improve the State of Hawaii's Open Data Portal by increasing and expanding the data sets available on the Open Data Portal, centralizing all open data sets of all state departments onto the Open Data Portal, and continually updating the data sets for accuracy and recency of publicly accessible data; and

 

     BE IT FURTHER RESOLVED that in improving the State of Hawaii's Open Data Portal, the Office of Enterprise Technology Services is urged to study and assess the successful open data portals of other states and major municipalities, including the City of Chicago's Data Portal; and

 

     BE IT FURTHER RESOLVED that the heads of all state departments are urged to work with the Office of Enterprise Technology Services to centralize their open data sets to the State of Hawaii's Open Data Portal; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Chief Information Officer; Chief Data Officer; Comptroller; Chairperson of the Board of Agriculture; Attorney General; Director of Finance; Director of Business, Economic Development, and Tourism; Director of Commerce and Consumer Affairs; Adjutant General; Chairperson of the Board of Education; Superintendent of Education; Chairperson of the Hawaiian Homes Commission; Director of Health; Director of Human Resources Development; Director of Human Services; Director of Labor and Industrial Relations; Director of Law Enforcement; Director of Corrections and Rehabilitation; Chairperson of the Board of Land and Natural Resources; Director of Taxation; Director of Transportation; and President of the University of Hawaii System.
