2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives wish to commend their colleague, State | ||||||
4 | Representative Keith Wheeler, on the occasion of his | ||||||
5 | retirement as state representative of the 50th District; and
| ||||||
6 | WHEREAS, Rep. Wheeler is a proud sixth-generation resident | ||||||
7 | of Kendall County and a graduate of Oswego High School; he is a | ||||||
8 | graduate of the University of Illinois at Urbana-Champaign, | ||||||
9 | where he earned his Bachelor of Arts in Economics; and
| ||||||
10 | WHEREAS, Rep. Wheeler has been a small business owner for | ||||||
11 | more than 30 years, having started his own IT consulting | ||||||
12 | company, Responsive Network Services, LLC, which supports the | ||||||
13 | mission and vision of small organization leaders by building | ||||||
14 | IT solutions to protect their critical data; and
| ||||||
15 | WHEREAS, Rep. Wheeler was elected state representative of | ||||||
16 | the 50th District of Illinois in 2014, serving the people of | ||||||
17 | Kane and Kendall Counties, and he was subsequently reelected | ||||||
18 | in 2016, 2018, and 2020; and
| ||||||
19 | WHEREAS, Rep. Wheeler was appointed to the positions of | ||||||
20 | Chairman of the Republican Conference in 2018 and Assistant | ||||||
21 | Republican Leader in 2019; and

1 | WHEREAS, Rep. Wheeler served as co-chairman of the Joint | ||||||
2 | Committee on Administrative Rules and as the Republican | ||||||
3 | spokesperson on the Executive, Public Utilities, and | ||||||
4 | Cybersecurity, Data Analytics, & IT Committees, respectively, | ||||||
5 | in addition to serving on the Labor & Commerce Committee and | ||||||
6 | the Prescription Drug Affordability & Accessibility Committee; | ||||||
7 | and
| ||||||
8 | WHEREAS, Rep. Wheeler's most notable legislative | ||||||
9 | achievements include passage of the Blue Collar Jobs Act in | ||||||
10 | 2019 to incentivize construction projects in the State of | ||||||
11 | Illinois and create jobs for the middle class, passage of | ||||||
12 | Henry's Law in 2021 to allow expectant mothers in their third | ||||||
13 | trimester to obtain a free 90-day placard to use | ||||||
14 | handicapped-accessible parking spaces in the State to make it | ||||||
15 | more convenient for working moms, a new state law passed in | ||||||
16 | 2022 that requires health insurance plans to offer coverage | ||||||
17 | for hormone therapy treatment for women who have undergone a | ||||||
18 | hysterectomy, legislation ensuring access to safe drinking | ||||||
19 | water from Lake Michigan for the communities of Montgomery, | ||||||
20 | Oswego, and Yorkville, and a 2018 law to streamline the hiring | ||||||
21 | of teachers at Illinois Youth Centers; and

22 | WHEREAS, During his tenure, Rep. Wheeler was recognized by | ||||||
23 | numerous organizations; he was the recipient of the Excellence |

1 | in Advocacy Award from Marklund for his efforts on behalf of | ||||||
2 | individuals and families of all ages with developmental | ||||||
3 | disabilities and special healthcare needs, the ACTIVATOR | ||||||
4 | (Friend of Agriculture) Award from the Illinois Farm Bureau, | ||||||
5 | the Champion of Free Enterprise Award from the Illinois | ||||||
6 | Chamber of Commerce, the Champion of Innovation Award from | ||||||
7 | TechNet, the 2020 Mayor's Award of Leadership from the City of | ||||||
8 | Aurora, and the Guardian of Small Business Award from the | ||||||
9 | National Federation of Independent Business (NFIB); and
| ||||||
10 | WHEREAS, Rep. Wheeler formerly served as board chairman of | ||||||
11 | the Aurora Regional Chamber of Commerce, chairman of the | ||||||
12 | Illinois Leadership Council of the National Federation of | ||||||
13 | Independent Business, chairman of the Kendall County Food | ||||||
14 | Pantry Board of Directors from 2008 to 2014, chairman of the | ||||||
15 | National Federation of Independent Business Fox Valley Area | ||||||
16 | Action Council for Small Business, treasurer of the Oswego | ||||||
17 | Bears Youth Football and Cheer Pop Warner program, and as a | ||||||
18 | trustee of Bristol Township; and

19 | WHEREAS, Rep. Wheeler is a descendant of State | ||||||
20 | Representative A.K. Wheeler from Kendall County, who served | ||||||
21 | during the 19th Illinois General Assembly from 1855 to 1857 | ||||||
22 | and played a pivotal role in the election of Lyman Trumbull to | ||||||
23 | the U.S. Senate, who served as chairman of the Senate | ||||||
24 | Judiciary Committee and co-wrote the Thirteenth Amendment, |

1 | abolishing slavery in the United States in 1865; and
| ||||||
2 | WHEREAS, Rep. Wheeler is extraordinarily proud to be the | ||||||
3 | husband of his loving and incredible wife, Lisa Linden | ||||||
4 | Wheeler, and the father of their daughter, Ava, and his | ||||||
5 | stepsons, Matthew and Chad; therefore, be it

6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
7 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
8 | we commend Representative Keith Wheeler on his distinguished | ||||||
9 | service as state representative of the 50th District and wish | ||||||
10 | him all the best in his future endeavors; and be it further
