1.1A bill for an act
1.2relating to higher education; requiring a study of the implementation of Title IX
1.3in Minnesota public, postsecondary education; appropriating money.
1.4BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.5    Section 1. APPROPRIATION; OFFICE OF HIGHER EDUCATION STUDY
1.6OF TITLE IX.
1.7$20,000 is appropriated from the general fund in fiscal year 2014 to the Office of
1.8Higher Education for a study of the implementation of the collegiate athletic requirements
1.9of Title IX in Minnesota's public postsecondary education systems. The study must
1.10analyze the extent to which Title IX with respect to collegiate athletics is achieving the
1.11original goals enacted in Title IX of the federal education amendments of 1972 to prevent
1.12the following:
1.13(1) the exclusion of any person from participating in collegiate athletics on the
1.14basis of gender;
1.15(2) the denial of benefits on the basis of gender under any education program or
1.16activity receiving federal financial assistance; and
1.17(3) gender-based discrimination under any education program or activity receiving
1.18federal financial assistance.
1.19In addition, the study must evaluate the impact of Title IX requirements on the
1.20Minnesota State Colleges and Universities and the University of Minnesota and the
1.21students attending public postsecondary institutions in Minnesota. The Office of Higher
1.22Education must report on the findings of the Title IX study to the committees of the
1.23legislature with responsibility for higher education policy and finance by March 15, 2014.
1.24This is a onetime appropriation.
