1.1A bill for an act
1.2relating to environmental public health; appropriating money for a study of
1.3environmental and public health impacts of toxic contamination in the eastern
1.4metropolitan area.
1.5BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

1.6    Section 1. APPROPRIATION.
1.7$200,000 is appropriated from the general fund in fiscal year 2015 to the
1.8commissioner of health to determine, in consultation with a community-based steering
1.9committee familiar with east metropolitan immigrant and refugee growers, whether the soil
1.10in the eastern metropolitan area used by immigrant growers is contaminated with volatile
1.11organic compounds or emerging toxic contaminants, including perfluorochemicals. If the
1.12commissioner discovers toxic contamination, the commissioner must ascertain whether
1.13the contamination endangers the health of the growers using the contaminated land and
1.14the health of consumers including any health equity or health disparity impacts. The
1.15commissioner of health must report to the legislative committees with jurisdiction over
1.16environment and public health no later than January 1, 2016.
