CURRENT VERSION OF TEXT

     As introduced.

A Senate Resolution recognizing May 10, 2024 as "Provider Appreciation Day" in the State of New Jersey.

Whereas, Child care has provided a nurturing place for the enrichment and development of millions of children nationwide, and is a vital force in our economy; and

Whereas, Child care providers are a vital asset in ensuring children are safe and healthy by helping children develop essential social, emotional, and communications skills needed for healthy development; and

Whereas, The role child care providers play in supporting working families is essential for the well-being of children, families, and communities; and

Whereas, As the child care industry has grown, it has come to play a significant role in regional and state economic productivity and growth throughout the United States; and

Whereas, In 2019, the total economic impact of the child care industry was estimated to be $99.3 billion.  That year, the market-based child care industry generated $47.2 billion in direct revenue which supported the employment of 1,500,000 child care providers and approximately $52.1 billion in "spillover" or related productivity in other industry sectors; and

Whereas, This economic impact extends far beyond the child care sector, influencing workforce participation, family well-being, and overall financial stability; and

Whereas, In New Jersey, the child care and early education industry: generates more than $4.1 billion annually; creates approximately 67,098 full-time jobs each year; enables a working-parent labor force; drives labor force productivity by reducing absenteeism and turnover; improves recruitment within the workplace; and supports the healthy development of children while parents are working; and

Whereas, The coronavirus disease 2019 (COVID-19) pandemic illuminated how indispensable child care providers are for the well-being and economic security of young children, families, and communities; and

Whereas, In New Jersey, child care providers serving low-income children through the State's child care assistance program that were significantly impacted by the pandemic continue to recover from the financial hardships that were exacerbated by COVID-19 restrictions; and

Whereas, The lack of funding of child care programs and high turnover rates are just a few of the many challenges child care providers face in providing high-quality child care services, yet these providers continue to serve families and their communities and to stimulate the State's economy; and

Whereas, The support for high-quality child care represents a worthy commitment to the future of the State's children, and due to the dedication of child care providers in ensuring that children have a safe and healthy environment to grow in, it is altogether fitting and proper to celebrate the child care industry and the contributions of child care providers by recognizing May 10, 2024 as "Provider Appreciation Day" in the State of New Jersey; now, therefore,

Be It Resolved by the Senate of the State of New Jersey:

     1.  This House recognizes May 10, 2024 as "Provider Appreciation Day" in the State of New Jersey to express its support for high-quality child care and to celebrate the child care industry and the contributions of the child care industry in New Jersey.

     2.  Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Secretary of the Senate to the Commissioner of Children and Families, the Commissioner of Human Services, and to each county child care resource and referral agency in the State.
