AN ACT
Establishing a task force on health care professional workforce data.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Task force on health care professional workforce data; membership; powers and duties; report; delayed repeal
A. The task force on health care professional workforce data is established consisting of the following members:
1. One member of the senate who is appointed by the president of the senate and who serves as cochairperson of the task force.
2. One member of the senate who is appointed by the president of the senate and who is a member of a different political party than the cochairperson.
3. One member of the house of representatives who is appointed by the speaker of the house of representatives and who serves as cochairperson of the task force.
4. One member of the house of representatives who is appointed by the speaker of the house of representatives and who is a member of a different political party than the cochairperson.
5. The director of the department of health services or the director's designee.
6. A representative of the governor's office of economic opportunity who is appointed by the governor.
7. A representative of an organization that is engaged in supporting commerce in this state who is appointed by the speaker of the house of representatives.
8. A representative of a community college who is appointed by the president of the senate.
9. A representative of a public university who is appointed by the speaker of the house of representatives.
10. A representative of an organization that provides support to hospitals in this state who is appointed by the speaker of the house of representatives.
11. A representative of a nonprofit organization that engages in health care policy who is appointed by the president of the senate.
12. A registered nurse who is licensed pursuant to title 32, chapter 15, Arizona Revised Statutes, and who is appointed by the president of the senate.
13. A physician who is licensed pursuant to title 32, chapter 13 or 17, Arizona Revised Statutes, and who is appointed by the speaker of the house of representatives.
14. A professional who is licensed pursuant to title 32, chapter 33, Arizona Revised Statutes, and who is appointed by the speaker of the house of representatives.
15. An employee of a health care regulatory board that licenses professionals pursuant to title 32, chapter 8, 11, 18, 19, 19.1 or 25, Arizona Revised Statutes, who is appointed by the speaker of the house of representatives.
B. The task force shall research and make recommendations for the establishment of a resource center for the collection of data concerning the health care professional workforce, including:
1. The organization and administration of the data collection process.
2. Sources of information available.
3. Types of data required to encourage economic development.
4. Possible funding mechanisms.
5. Provision of appropriate oversight.
C. The task force may request information, data and reports from any state agency or public educational institution.
D. The task force may hold hearings, conduct fact-finding tours and take testimony from witnesses who may assist the task force in fulfilling the responsibilities of the task force. All of the task force's hearings shall be open to the public.
E. The legislature shall provide staff and support services to the task force.
F. Task force members are not eligible to receive compensation, but are eligible for reimbursement of expenses pursuant to title 38, chapter 4, article 2, Arizona Revised Statutes.
G. On or before March 1, 2018, the task force shall submit a report regarding its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives and shall provide a copy of this report to the secretary of state.
H. This section is repealed from and after June 30, 2018.
