AN ACT
establishing the legislative early childhood and school readiness study committee.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Legislative early childhood and school readiness study committee; membership; duties; annual report; delayed repeal
A. The legislative early childhood and school readiness study committee is established consisting of the following members:
1. Two members of the senate who are appointed by the president of the senate, one of whom serves on the senate education committee, or its successor committee, and one of whom serves on the senate health and human services committee, or its successor committee. The president of the senate shall designate one of these members to serve as cochairperson of the committee.
2. One member of the senate who is appointed by the minority leader of the senate and who serves on the senate education committee or its successor committee.
3. Two members of the house of representatives who are appointed by the speaker of the house of representatives, one of whom serves on the house of representatives education committee, or its successor committee, and one of whom serves on the house of representatives health committee, or its successor committee. The speaker of the house of representatives shall designate one of these members to serve as cochairperson of the committee.
4. One member of the house of representatives who is appointed by the minority leader of the house of representatives and who serves on the house of representatives education committee or its successor committee.
B. Members of the committee serve at the pleasure of the person who appointed the member.
C. The committee shall meet at least four times annually.
D. The committee shall study issues concerning early childhood and school readiness, including:
1. Health care.
2. Mental health.
3. Parental involvement.
4. Family support.
5. Child care.
6. Early learning.
7. Early childhood discipline, including suspensions and expulsions from pre‑kindergarten programs, kindergarten programs and grades one through three.
E. The committee shall consult with the Arizona early childhood development and health board established by title 8, chapter 13, Arizona Revised Statutes.
F. The committee shall submit a report regarding its recommendations, including possible legislation, on or before November 15 each year to the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
G. This section is repealed from and after September 30, 2022.
