AN ACT
Amending title 35, chapter 1, article 2, Arizona Revised Statutes, by adding section 35‑113.02; relating to state agency budgets.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 35, chapter 1, article 2, Arizona Revised Statutes, is amended by adding section 35-113.02, to read:
35-113.02. State agency budget submissions; estimates; penalty
A. On or before September 1 of each year, each budget unit shall submit to the Legislature a summary of all monies that were spent by or otherwise passed through the budget unit during the preceding fiscal year and an estimate of the monies projected to be spent by or otherwise pass through the budget unit for the current fiscal year. The summary shall be divided into major product and service categories and further expressed in unit costs for each individual product and service, and the unit cost totals must equal the total amount of monies that were spent by or otherwise passed through the budget unit or that are projected to be spent by or otherwise pass through the budget unit, as applicable.
B. The legislature shall reduce the appropriation of each budget unit that fails to submit the summary required by subsection A of this section for the ensuing fiscal year by an amount equal to at least ten per cent of the allocation for the fiscal year preceding the current fiscal year.
C. For the purposes of this section, budget unit does not include the Arizona board of regents or any university under the jurisdiction and control of the board.
