An act to add Section 8258 to the Welfare and Institutions Code, relating to homelessness.

Existing law requires the Governor to create a California Interagency Council on Homelessness to serve as a statewide facilitator, coordinator, and policy development resource on ending homelessness in California, among other things. Existing law requires the council to create a statewide data system with a goal of matching data on homelessness to programs impacting homeless recipients of state programs.
On or before July 1, 2025, this bill would require the Department of Finance, in coordination with the council, to create a public internet website portal that tracks and reports all state spending related to homelessness, as specified.

The people of the State of California do enact as follows:


SECTION 1.

 Section 8258 is added to the Welfare and Institutions Code, immediately following Section 8257.2, to read:

8258.
 (a) On or before July 1, 2025, the Department of Finance, in coordination with the council, shall create a public internet website portal that tracks and reports all state spending related to homelessness.
(b) The Department of Finance, in coordination with the council, shall determine what spending qualifies as state spending related to homelessness for purposes of the portal.
(c) The portal shall include a brief description with internet website links, if available, to the programs being funded with state spending related to homelessness. The description shall specify how the programs and use of funds intend to address homelessness.
