An act to add Section 66014.6 to the Education Code, relating to postsecondary education.

AB 2459, as amended, Cervantes. Postsecondary education: student housing: data collection.
Existing law establishes the University of California, which is administered by the Regents of the University of California, the California State University, which is administered by the Trustees of the California State University, and the California Community Colleges, which is administered by the Board of Governors of the California Community Colleges, as the 3 segments of public postsecondary education in the state.
This bill would require the office of the Chancellor of the California State University and the office of the Chancellor of the California Community Colleges, and request the office of the President of the University of California, to require each of their respective campuses that provide student housing to collect and post on its external and internal internet websites, data on student housing, as specified. The bill would require each segment the office of the Chancellor of the California State University and the office of the Chancellor of the California Community Colleges, and would request the office of the President of the University of California, to annually submit a report that compiles the collected data to the Legislature, with the first report due on or before October 15, 2023. To the extent the bill imposes additional duties on community college districts, the bill would impose a state-mandated local program.
The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.
This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.

The people of the State of California do enact as follows:


SECTION 1.

 Section 66014.6 is added to the Education Code, to read:

66014.6.
 (a) The office of the Chancellor of the California State University and the office of the Chancellor of the California Community Colleges shall, and the office of the President of the University of California is requested to, require each campus that provides student housing to post on its external and internal internet websites, on the first day of every other month, all of the following information:
(1) The number of enrolled local and nonlocal students.
(2) Existing campus housing stock, including, but not limited to, the number of available beds on campus.
(3) The number of students on the campus housing waiting list, and how many students have removed themselves from the waiting list since the last report.
(4) If available, the number of students who request on-campus housing once they are no longer eligible for guaranteed housing.
(5) The number of incoming freshmen, transfer students, and international students requiring campus housing.
(b) Data collected pursuant to subdivision (a) shall be collected by the department or center on campus that is tasked with providing on-campus and off-campus housing assistance to students.
(c) (1) The office of the Chancellor of the California State University and the office of the Chancellor of the California Community Colleges shall, and the office of the President of the University of California is requested to, submit an annual report with the information described in subdivision (a) to the Legislature, with the first report being due on or before October 15, 2023.
(2) Each segment shall The office of the Chancellor of the California State University and the office of the Chancellor of the California Community Colleges shall, and the office of the President of the University of California is requested to, submit one report that compiles all of the campus data collected pursuant to subdivision (a).
(3) A report to be submitted pursuant to this subdivision shall be submitted in compliance with Section 9795 of the Government Code.

SEC. 2.

 If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.
