   Relative to the Roger M. Rodoni Memorial Interchange.


	LEGISLATIVE COUNSEL'S DIGEST


   ACR 182, Chesbro. Roger M. Rodoni Memorial Interchange.
   This measure would designate the interchange at State Highway
Route 101 and State Highway Route 36 in Humboldt County as the Roger
M. Rodoni Memorial Interchange. This measure would also request the
Department of Transportation to determine the cost of appropriate
signs showing this special designation and, upon receiving donations
from nonstate sources covering those costs, to erect those signs.



   WHEREAS, On April 24, 2008, California lost an outspoken and
philosophical rancher and 12-year Humboldt County Supervisor, the
Honorable Roger M. Rodoni, an individual whose indomitable spirit,
forthright and honest demeanor, and fine personal example were an
inspiration to the people throughout the State of California and the
nation; and
   WHEREAS, Throughout his life, Supervisor Roger M. Rodoni exhibited
all of the most treasured human qualities that are universally
recognized as true indicators of a life of fulfillment and meaning,
and he was admired and appreciated for his kindness, generosity of
spirit, love of family, eternal optimism, passion for working to make
the world a better place, wonderful sense of humor, and genuine
capacity to share his time and talents with others; and
   WHEREAS, Born in Scotia on August 13, 1940, Supervisor Roger M.
Rodoni was the son of a rancher and a rancher himself, and he was
renowned as one of the most influential voices in the Humboldt County
agricultural community; and
   WHEREAS, A rodeo rider, pilot, hunter, historian, and artist,
Supervisor Roger M. Rodoni attended California Polytechnic State
University, San Luis Obispo, and later taught animal science at the
College of the Redwoods for nine years; and
   WHEREAS, Supervisor Roger M. Rodoni was deeply connected to the
land and he believed that cattle, timber, and dairy were essential
elements of the region's economy for the future; and
   WHEREAS, An intelligent, articulate, aware, and involved
individual, Supervisor Roger M. Rodoni provided leadership and
guidance as a member of myriad committees and associations, including
the Humboldt County Association of Governments, CAL-Trans North
District External Advisory Committee, Eel/Russian River Joint Powers
Commission, Hazardous Materials Response Authority, Integrated Waste
Management Hearing Panel, North Coastal Counties Supervisors
Association, Surface Mining and Reclamation Program, and the Humboldt
County Budget Task Force. In addition, he served with distinction as
a member and First Vice President of the Humboldt/Del Norte
Cattlemen's Association and, most recently, as a member and President
of the Local Agency Formation Commission and a member of the
California State Association of Counties Board of Directors; and
   WHEREAS, Providing a loving and solid home life, Supervisor Roger
M. Rodoni taught his children and grandchildren the important value
systems that have enabled them to succeed in our complex society and
to develop and sustain community spirit; and
   WHEREAS, Among those whom Supervisor Roger M. Rodoni leaves to
mourn his passing and celebrate his legacy are his wife of 30 years,
Johanna; his four children, Russell, Ronan, Ronald, and Monica; his
six grandchildren, Chauncey, Hanna, Kayla, Kelly, Cade, and Robert;
and his other loving family members and friends; and
   WHEREAS, The high esteem in which Supervisor Roger M. Rodoni was
held by his loving family, his numerous friends, and other
individuals fortunate enough to have known him stands as a testament
for others who strive for the best in their personal, professional,
and community life and his memory will live forever in the hearts and
minds of those people who knew him; and
   WHEREAS, The Legislature wishes to express its deepest sympathy at
the passing of the Honorable Roger M. Rodoni and, by this
resolution, wishes to memorialize him for his illustrious record of
personal, professional, public, and civic achievements, as well as
the love and devotion he gave to his family and friends; now,
therefore, be it
   Resolved by the Assembly of the State of California, the Senate
thereof concurring, That the Legislature hereby designates the
portion of State Highway Route 101 between mile posts 57.19 and 58.19
and the portion of State Highway Route 36 between mile posts 0.0 and
0.5, including the Alton Interchange, in Humboldt County, as the
Roger M. Rodoni Memorial Interchange; and be it further
   Resolved, That the Department of Transportation is requested to
determine the cost of appropriate signs consistent with the signing
requirements for the state highway system showing this special
designation and, upon receiving donations from nonstate sources
sufficient to cover the cost, to erect those signs; and be it further

   Resolved, That the Chief Clerk of the Assembly transmit copies of
this resolution to the Department of Transportation and to the author
for appropriate distribution.
