   An act to add Section 26 to the Health and Safety Code, relating
to health and safety.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 181, as introduced, Wright. Code enforcement: definitions.
   Existing law sets forth in the Health and Safety Code various
provisions relating to health and safety. Existing law also defines
several terms for purposes of the code.
   This bill would, except as specified, define the terms "code
enforcement" and "code enforcement officer" as used in the Health and
Safety Code.
   Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 26 is added to the Health and Safety Code, to
read:
   26.  As used in this code, unless otherwise specified, the
following terms have the following meanings:
   (a) "Code enforcement" means the prevention, detection,
investigation, and enforcement of violations of statutes or
ordinances regulating public nuisance, public health, safety and
welfare, public works, business activities and consumer protection,
environmental laws, building standards, and land use.
   (b) "Code enforcement officer" means an inspector, officer, or
investigator employed by a city, county, or city and county, who
possesses specialized training in, and whose primary duties are the
prevention, detection, investigation, and enforcement of laws
regulating public nuisance, public health, safety and welfare, public
works, business activities and consumer protection, environmental
laws, building standards, and land use.
