   An act  to amend Section 80 of the Military and Veterans Code,
  relating to military and veterans.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 546, as amended, Correa.  Disabled veterans: families
and dependents: employment opportunities.   Secretary of
Veterans Affairs: powers and duties. 
   Existing law establishes various  state benefits for
veterans   powers and duties for the Secretary of
Veterans Affairs, including, among others, an authorization for the
secretary to employ certain employees as may be necessary to carry
out his or her powers and duties . 
   This bill would instead require the secretary to employ certain
employees as may be necessary to carry out his powers and duties.
This bill would also update an obsolete reference to the Director of
Veterans Affairs, by instead referring to the Secretary of Veterans
Affairs.  
   This bill would declare the intent of the Legislature to enact
legislation that would extend employment opportunities to families
and dependents of veterans who are not able to work due to service
connected disabilities.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Section 80 of the   Military
and Veterans Code   is amended to read: 
   80.  The  director may   secretary shall
 employ  , subject to law  such  
,  expert, technical, legal, clerical, and other employees as
may be necessary to carry out his  or her  powers and duties
 ,  and except as expressly otherwise provided in Section
71 of this chapter, the  director   secretary
 shall be the sole appointing authority for the department for
all positions. Whenever possible preference shall be given to
veterans for employment in the department. 
  SECTION 1.    It is the intent of the Legislature
to enact legislation that would extend employment opportunities to
families and dependents of veterans who are not able to work due to
service connected disabilities.
