LEGISLATIVE COUNSEL'S DIGEST SB 812, as amended, Ashburn. Developmental services: housing. Under existing law, the Department of Housing and Community Development has various duties relating to goals and policy objectives concerning housing in the state. This bill would require the department, with the cooperation of the State Department of Developmental Services, to prepare a report to the Legislature that evaluates and identifies the housing needs of persons who receive services from either the state department or a regional center and who have been diagnosed with a disorder on the autism spectrum.Under existing law, the State Department of Developmental Services contracts with private nonprofit, entitites, known as regional centers, to provide or purchase services and supports for persons with developmental disabilities, including, among others, autism spectrum disorders. Existing law requires regional centers to create an individual program plan that lays out the services and supports, including housing, if applicable, to be provided to each consumer that takes into account the needs and preferences of the individual and the family and that promotes community integration, independent, productive, and normal lives, and stable and healthy environments.This bill would state the intent of the Legislature to enact legislation that would seek federal funding to promote and implement housing for individuals with an autism spectrum disorder, a pervasive developmental disorder, or other special needs in a multipurpose community that provides an environmentally effective, integrated, affordable, and productive way of life.Vote: majority. Appropriation: no. Fiscal committee:noyes . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. The Department of Housing and Community Development, with the cooperation of the State Department of Developmental Services, shall prepare a report to the Legislature that evaluates and identifies the housing needs of persons who receive services from either the State Department of Developmental Services or a regional center and who have been diagnosed with a disorder on the autism spectrum.SECTION 1.It is the intent of the Legislature to enact legislation that would seek federal funding to promote and implement housing for individuals with an autism spectrum disorder, a pervasive developmental disorder, or other special needs in a multipurpose community that provides an environmentally effective, integrated, affordable, and productive way of life.
