Summary

To extend the provisions of the Alvin W. Penn Racial Profiling Prohibition Act to cover pedestrian stops and thereby provide a more complete view of racial profiling in a community and to further provide a data-focused view into police interactions with youth who most often encounter law enforcement during such stops.
