RESOLUTION REQUIRING A TWO-THIRDS VOTE TO APPROVE MANDATES TO MUNICIPALITIES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That article third of the Constitution of the state be amended to require the approval by a vote of at least two-thirds of the members of each house of the General Assembly to enact any new state mandate for which no state reimbursement is provided to local governments for costs resulting from such new mandate.
Statement of Purpose:
To require the vote of two-thirds of both chambers of the General Assembly to enact a new unfunded state mandate in order to ease the burden of mandates on municipalities and to provide local property tax relief.
