Requires that a contractor record in the official records a payment bond for a public works construction project. Requires that a contractor provide an owner with a general statement of an owner's rights and responsibilities under Florida's Construction Lien Law. Prohibits the authority issuing a building permit or a private provider performing inspection services from inspecting an improvement until certain documents have been filed and the information in the notice of commencement meets certain standards, etc.
