1	A bill to be entitled
2	An act relating to contracts for rail projects;
3	requiring an entity that applies for a rail project to
4	contract with the Department of Transportation, an
5	agency or instrumentality of the state, or a local
6	governmental entity to certify involvement or
7	noninvolvement with deportation of individuals to
8	extermination camps or death camps during a specified
9	timeframe; providing an effective date.

11	Be It Enacted by the Legislature of the State of Florida:

13	Section 1.  Any entity that applies for a contract with the
14	Department of Transportation, an agency or instrumentality of
15	the state, or a local governmental entity for any rail project,
16	including, but not limited to, the design, engineering,
17	construction, manufacture, or operation of a rail network or any
18	components thereof, that is partially or fully publicly funded
19	shall, in advance of submitting the bid, certify to the
20	department, agency or instrumentality of the state, or local
21	governmental entity as to whether such entity had any direct
22	involvement in the deportation of any individual to an
23	extermination camp or death camp, or to any facility used for
24	the purpose of transiting individuals to extermination camps or
25	death camps, during the period beginning on January 1, 1939, and
26	ending on December 31, 1944.
27	Section 2.  This act shall take effect July 1, 2012.
