Florida Senate - 2019 SB 1132 By Senator Simmons 9-00728-19 20191132__ 1 A bill to be entitled 2 An act relating to funds for operation of schools; 3 amending s. 1011.62, F.S.; providing that a specified 4 value be used for each student who fulfills specified 5 requirements in the calculation of full-time 6 equivalent student membership; providing an effective 7 date. 8 9 Be It Enacted by the Legislature of the State of Florida: 10 11 Section 1. Paragraph (n) of subsection (1) of section 12 1011.62, Florida Statutes, is amended to read: 13 1011.62 Funds for operation of schools.—If the annual 14 allocation from the Florida Education Finance Program to each 15 district for operation of schools is not determined in the 16 annual appropriations act or the substantive bill implementing 17 the annual appropriations act, it shall be determined as 18 follows: 19 (1) COMPUTATION OF THE BASIC AMOUNT TO BE INCLUDED FOR 20 OPERATION.—The following procedure shall be followed in 21 determining the annual allocation to each district for 22 operation: 23 (n) Calculation of additional full-time equivalent 24 membership based on College Board Advanced Placement scores of 25 students.—A value of 0.16 full-time equivalent student 26 membership shall be calculated for each student in each advanced 27 placement course who receives a score of 3 or higher on the 28 College Board Advanced Placement Examination. A value of 0.3 29 full-time equivalent student membership shall be calculated for 30 each student who receives an Advanced Placement Capstone Diploma 31 in addition to meeting the standard high school diploma 32 requirements under s. 1003.4282. Such value shall befor the33prior year andadded to the total full-time equivalent student 34 membership in basic programs for grades 9 through 12 in the 35 subsequent fiscal year. Each district must allocate at least 80 36 percent of the funds provided to the district for advanced 37 placement instruction, in accordance with this paragraph, to the 38 high school that generates the funds. The school district shall 39 distribute to each classroom teacher who provided advanced 40 placement instruction: 41 1. A bonus in the amount of $50 for each student taught by 42 the Advanced Placement teacher in each advanced placement course 43 who receives a score of 3 or higher on the College Board 44 Advanced Placement Examination. 45 2. An additional bonus of $500 to each Advanced Placement 46 teacher in a school designated with a grade of “D” or “F” who 47 has at least one student scoring 3 or higher on the College 48 Board Advanced Placement Examination, regardless of the number 49 of classes taught or of the number of students scoring a 3 or 50 higher on the College Board Advanced Placement Examination. 51 52 Bonuses awarded under this paragraph shall be in addition to any 53 regular wage or other bonus the teacher received or is scheduled 54 to receive. For such courses, the teacher shall earn an 55 additional bonus of $50 for each student who has a qualifying 56 score. 57 Section 2. This act shall take effect July 1, 2019.
