A BILL FOR AN ACT

 

 

relating to financing the installation of photovoltaic solar panels on schools.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  There is appropriated out of the general revenues of the State of Hawaii the sum of $1,050,000 or so much thereof as may be necessary for fiscal year 2011-2012 and the same sum or so much thereof as may be necessary for fiscal year 2012-2013 for the purpose of installing photovoltaic solar panels on schools.

     The sums appropriated shall be expended by the department of education for the purposes of this Act.

     SECTION 2.  The legislature determines that there is in the adult education special fund at least $50,000 in excess of the requirements of the fund.  On July 1, 2011, the director of finance is authorized to transfer from the adult education special fund to the general fund the sum of $50,000 for fiscal year 2011-2012.  On July 1, 2012, the director of finance is authorized to transfer from the adult education special fund to the general fund the sum of $50,000 for fiscal year 2012-2013.

     SECTION 3.  The legislature determines that there is in the Hawaii teachers standards board special fund at least $300,000 in excess of the requirements of the fund. On July 1, 2011, the director of finance is authorized to transfer from the Hawaii teachers standards board special fund to the general fund the sum of $300,000 for fiscal year 2011-2012.  On July 1, 2012, the director of finance is authorized to transfer from the Hawaii teachers standards board special fund to the general fund the sum of $300,000 for fiscal year 2012-2013.

     SECTION 4.  The legislature determines that there is in the community use of school facilities special fund at least $500,000 in excess of the requirements of the fund. On July 1, 2011, the director of finance is authorized to transfer from the community use of school facilities special fund to the general fund the sum of $500,000 for fiscal year 2011-2012.  On July 1, 2012, the director of finance is authorized to transfer from the community use of school facilities special fund to the general fund the sum of $500,000 for fiscal year 2012-2013.

     SECTION 5.  The legislature determines that there is in the education design and construction project assessment revolving fund at least $200,000 in excess of the requirements of the fund. On July 1, 2011, the director of finance is authorized to transfer from the education design and construction project assessment revolving fund to the general fund the sum of $200,000 for fiscal year 2011-2012.  On July 1, 2012, the director of finance is authorized to transfer from the education design and construction project assessment revolving fund to the general fund the sum of $200,000 for fiscal year 2012-2013.

     SECTION 6.  In effecting the purposes of this Act, the department of education shall collaborate with the department of business, economic development, and tourism to determine the schools that would experience the most energy savings from the installation of photovoltaic solar panels and prioritize the installation accordingly.

     SECTION 7.  This Act shall take effect on July 1, 2011.
