A BILL FOR AN ACT
relating to internet crimes against children.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that between 8,900 and 10,500 children, ages 13 to 17, are commercially exploited each year in the United States. Researchers at the University of Massachusetts in Boston performed a Google trend analysis on the topic of "teen porn" and results showed that searches for “teen porn” tripled between 2005-2013. In March 2013, total searches for teen-related porn reached an estimated 500,000 hits daily, which was the equivalent of about one-third of total daily porn searches. The demand and exposure to child pornography has been proven to put individuals at increased risk of committing illicit sexual offenses against children.
The legislature finds that child pornography is a public health risk that contributes to increases in child sex trafficking and abuse. The purpose of this Act is to mitigate child exploitation on the internet by providing additional funds to the Hawaii Internet Crimes Against Children Task Force to strengthen the Department of the Attorney General's ability to combat child pornography and exploitation on the internet.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for four full-time equivalent (4.0 FTE) permanent level 5 investigators and three full-time equivalent (3.0 FTE) permanent investigative analysts positions within the internet crimes against children task force.
The sums appropriated shall be expended by the department of the attorney general for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2019.
