A BILL FOR AN ACT

 

 

relating to human services.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The legislature finds that, due to the federal government shutdown that began on December 22, 2018, any benefits provided pursuant to the federal supplemental nutrition assistance program will cease after the last payment is issued on January 20, 2019.  Now the longest federal government shutdown in United States history, there is no expected or likely end date to the shutdown.  The legislature finds that this uncertainty, coupled with the discontinuation of federal benefits for many of the State's most needy residents, will result in an inundation of new patrons to certain nonprofit organizations in the State.

     Accordingly, the purpose of this Act is to appropriate funds for the purchase of food and other home supplies, exempt from chapters 103D and 103F, Hawaii Revised Statutes, by nonprofits that provide food and other home goods to people in need in the State.

     SECTION 2.  There is appropriated out of the general revenues of the State of Hawaii the sum of $         or so much thereof as may be necessary for fiscal year 2019-2020 and the same sum or so much thereof as may be necessary for fiscal year 2020-2021 for the purchase of food and other home supplies by nonprofits that provide food and other home goods to people in need in the State.  Purchases made with funds appropriated by this Act shall be exempt from chapters 103D and 103F, Hawaii Revised Statutes.

     The sums appropriated shall be expended by the department of human services for the purposes of this Act.

     SECTION 3.  This Act shall take effect on July 1, 2019.
