A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE TENTH REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $46,047,000 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2013-2014 for the purpose of financing capital improvement projects for the tenth representative district, as follows:

1.   To be expended by the department of education:

     A.   Princess Nahienaena elementary school

     1.   Crosswalk and walkway on Lahainaluna road

                   Total funding                $75,000

     2.   Painting interior of building P3 (P2198)

                   Total funding                 $6,000

     3.   Reroof building P4 and P5 (P2199, P2200)

                   Total funding                     $130,000

     B.   New elementary school in West Maui

          New school design

                   Total funding                     $3,000,000

     C.   Kamehameha III elementary school

     1.   Repair lavatory and toilets in building C

                   Total funding                $35,000

     2.   Widening of door in building H

                   Total funding                $40,000

     3.   Repair ceiling in building C

                   Total funding                $75,000

     D.   Lahaina intermediate school

     1.   Crosswalk and walkway on Lahainaluna road

                   Total funding                $75,000

     2.   New classroom building

                   Total funding                     $11,750,000

     3.   Administrative building and library renovation

                   Total funding                     $14,500,000

     4.   Widening of sidewalk (P2110)

                   Total funding                $35,000

     5.   Repair of decks (P2106-2108)

                   Total funding                $70,000

     E.   Lahainaluna high school

     1.   New classroom buildings

                   Total funding                     $13,000,000

     2.   Additional storage

                   Total funding                     $270,000

     3.   Modification of cafeteria

                   Total funding                     $200,000

     4.   Reroof of building L

                   Total funding                     $430,000

2.   To be expended by the department of land and natural resources:

     A.   Lahaina small boat harbor

     1.   Construction of marginal wharf

                   Total funding                     $250,000

     2.   Offshore Moorings

              Design                                 $100,000

              Construction                           $400,000

                   Total funding                     $500,000

     B.   Mala boat ramp and loading dock, Lahaina

          Additional funding to complete ongoing improvements (to be drawn from the boating facilities lump sum.)

                   Total funding                     $300,000

3.   To be expended by the department of transportation:

     A.   Honoapiilani highway safety improvements

     Improvements to highway facilities and intersections from Ukumehame to Olowalu, Maui

                   Total funding                     $130,000

     B.   Shoreline protection

     Shoreline improvements on North Kihei road in the vicinity of Kealia pond

                   Total funding                     $676,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2016, shall lapse as of that date.

     SECTION 3.  The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2013.
