A BILL FOR AN ACT
relating to capital improvement projects for the benefit of the first representative district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $18,988,215 or so much thereof as may be necessary, and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2015-2016 for the purpose of financing capital improvement projects for the first representative district, as follows:
1. To be expended by the department of education:
A. Haaheo school, Hawaii
Construction of a sidewalk along Haaheo road that leads to the school.

B. Paauilo school, Hawaii
Construction of a sidewalk along Hauola road that leads to the school.

Replace lower grade playground equipment.

D. Hilo high school, Hawaii
Auditorium renovation.

New playground for upper elementary grades by replacing existing equipment with salt wind damage and refurbishing under-five accessibility facilities for kindergarten.

SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2018, shall lapse as of that date.
SECTION 3. The sums appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agency for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2015.
