A BILL FOR AN ACT

 

 

RELATING TO CAPITAL IMPROVEMENT PROJECTS FOR THE BENEFIT OF THE FORTY-THIRD REPRESENTATIVE DISTRICT.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  The director of finance is authorized to issue general obligation bonds in the sum of $87,596,750 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2019–2020 for the purpose of financing capital improvement projects for the forty-third representative district, as follows:

1.   To be expended by the department of education:

A.   Nanakuli high and intermediate school, Oahu

Plans, design, and construction of the Nanakuli performing arts center auditorium.

Plans and design                      $ 2,000,000

Construction                          $50,000,000

     Total funding                    $52,000,000

B.   Nanakuli high and intermediate school, Oahu

Construction for replacement of water heater, sinks, fence, ceiling fans, and gate; ground and site improvements; equipment and appurtenances.

Equipment                             $   300,000

Construction                          $ 1,020,000

     Total funding                    $ 1,320,000

C.   Nanakuli high and intermediate school, Oahu

Repair and replacement of main power feeder line.

Construction                          $ 1,000,000

     Total funding                    $ 1,000,000

D.   Nanakuli elementary school, Oahu

Plans, design, and construction for the installation of air conditioning systems in the cafeteria and office.

Plans and design                      $   200,000

Construction                          $ 1,800,000

     Total funding                    $ 2,000,000

E.   Nanakuli elementary school, Oahu

Renovation of staff restrooms; grounds and site improvements.

Construction                          $ 1,117,000

     Total funding                    $ 1,117,000

F.   Barbers Point elementary school, Oahu

Replacement of stage curtain and ceiling fans; grounds and site improvements.

Equipment                             $   240,000

Construction                          $    50,000

     Total funding                    $   290,000

G.   Barbers Point elementary school, Oahu

Installation of outlets in classrooms school-wide.

Construction                          $    78,000

     Total funding                    $    78,000

H.   Barbers Point elementary school, Oahu

Renovation of two restrooms.

Construction                          $   705,750

     Total funding                    $   705,750

I.   Maili elementary school, Oahu

Relocation of rear fence; grounds and site improvements.

Construction                          $   506,000

     Total funding                    $   506,000

J.   Maili elementary school, Oahu

Replacement of gutters and installation of security screens.

Equipment                             $    80,000

Construction                          $   180,000

     Total funding                    $   260,000

K.   Nanaikapono elementary school, Oahu

Repaving of parking lot and driveway.

Construction                          $   120,000

     Total funding                    $   120,000

2.   To be expended by the department of transportation:

A.   Farrington highway improvements, Oahu

Plans, design, and construction for traffic improvements on the Waianae coast, including extension of the fifth lane on Farrington highway, condemnation of Paakea Road and Lualualei Naval Road, and improvements in the Nanakuli to Waianae corridor, benefitting the entire Leeward coast.

Construction                          $25,000,000

     Total funding                    $28,000,000

3.   To be expended by the department of health:

A.   Waianae coast comprehensive health center, Oahu

Finalize construction of the center.

Construction                          $   200,000

     Total funding                    $   200,000

     SECTION 2.  The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation that are unencumbered as of June 30, 2022, shall lapse as of that date.

     SECTION 3.  The sum appropriated for the respective capital improvement projects set forth in section 1 shall be expended by the designated expending agencies for the purposes of this Act.

     SECTION 4.  This Act shall take effect on July 1, 2019.
