A BILL FOR AN ACT
RELATING TO AGRICULTURAL EDUCATION.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The legislature finds that the State needs to provide opportunities for youth to enter the agricultural sector, much like the youth conservation corps that has demonstrated success in creating pathways for youth to enter into leadership positions in the conservation sector. The legislature finds that a Hawaii youth agricultural corps would provide service and workforce development that significantly differs from current agriculture focused educational programs, thereby opening the door for non-traditional learners to enter the agricultural sector.
The purpose of this Act is to require the department of agriculture to issue a request for proposals to local non-profit organizations that have a demonstrated capacity in youth-oriented service programming for agriculture to establish, develop, and implement a Hawaii youth agricultural corps.
SECTION 2. (a) The department of agriculture shall issue a request for proposals for local non-profit organizations that have a demonstrated capacity in youth-oriented service programming for agriculture to establish, develop, and implement a Hawaii youth agricultural corps program to encourage agricultural sustainability through opportunities for youth to gain a hands-on agricultural education and workforce development in the agricultural sector. The request for proposals shall include rules and guidelines to administer the program and request:
(1) Plans to publicize the program, particularly to maximize participation by youth, farms, and relevant organizations;
(2) Plans to solicit and accept grants, donations, and appropriations from public and private sources for the purposes of the program;
(3) Requirements for organizations that provide agricultural education and workforce development to receive funding, including subsidizing labor for farms interested in hosting program members;
(4) Plans on how the program will encourage the development of hands-on agricultural education within the State; and
(5) Information on how the program will make a positive difference in the lives of youth and develop their potential for premier leadership, personal growth, and career success in the agricultural workforce through agricultural education.
(b) A local, non-profit organization establishing a Hawaii youth agricultural corps program may request assistance from the department of education and other relevant organizations and agencies in performing its objectives.
(c) The chairperson of the board of agriculture may adopt, amend, or repeal rules, pursuant to chapter 91, Hawaii Revised Statutes, for purposes of this Act, including providing for the request for proposals requirements included in this section.
(d) As used in this Act:
"Program" means the Hawaii youth agricultural corps program.
"Youth" means high school and college students.
SECTION 3. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2014-2015 for the costs associated with the Hawaii youth agricultural corps program.
The sum appropriated shall be expended by the department of agriculture for the purposes of this Act.
SECTION 4. This Act shall take effect on July 1, 2014.
