A BILL FOR AN ACT
relating to identification.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. When Hawaii inmates are released from prison, the absence of valid photo identification poses many significant challenges that make their transition from incarceration to freedom more difficult. For example, verifiable identification is often needed for housing, employment, and services.
The purpose of this Act is to make an appropriation for the issuance of civil identification cards to inmates upon request prior to their release from prison.
SECTION 2. There is appropriated out of the general revenues of the State of Hawaii the sum of $ or so much thereof as may be necessary for fiscal year 2017-2018 and the same sum or so much thereof as may be necessary for fiscal year 2018-2019 for the department of public safety, in collaboration with the department of transportation and examiner of drivers in each county, to issue civil identification cards, in accordance with part XVI of chapter 286, Hawaii Revised Statutes, to inmates who request the cards prior to their release from prison.
The sums appropriated shall be expended by the department of public safety for the purposes of this Act.
SECTION 3. This Act shall take effect on July 1, 2017.
