A BILL FOR AN ACT
relating to capital improvement projects for the benefit of THE Forty-ninth REPRESENTATIVE DISTRICT.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. The director of finance is authorized to issue general obligation bonds in the sum of $13,180,000 or so much thereof as may be necessary and the same sum or so much thereof as may be necessary is appropriated for fiscal year 2021-2022 for the purpose of capital improvement projects for the forty-ninth representative district, as follows:
1. James B. Castle high school
Plans, design, construction, and equipment for resurfacing of all-weather track and artificial turf football field.

Construction $2,497,000
Equipment $1,000
Total funding $2,500,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
2. Kaneohe elementary school
Construction and equipment for portable classroom; ground and site improvements; and equipment and appurtenances.
Construction $1,119,000
Equipment $1,000
Total funding $1,120,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
3. Kaneohe elementary school
Plans, design, construction, and equipment for covered play court and dining area; ground and site improvements; and equipment and appurtenances.
Plans $10,000
Design $500,000
Construction $3,000,000
Equipment $200,000
Total funding $3,710,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
4. Kapunahala elementary school
Construction and equipment for portable classroom; ground and site improvements; and equipment and appurtenances.

Total funding $1,000,000
The sum appropriated for this capital improvement project shall be expended by the department of education.
5. Maunawili elementary school
Design and construction for covered courtyard; ground and site improvements; and equipment and appurtenances.

The sum appropriated for this capital improvement project shall be expended by the department of education.
6. Hawaii state hospital
Design and construction for stabilization and mental health crisis unit in Guensberg building.
Design $100,000
Construction $800,000
Total funding $900,000
The sum appropriated for this capital improvement project shall be expended by the department of health.
7. Windward community college
Design and construction for an agripharmatech bioprocessing facility.
Design $150,000
Construction $2,850,000
Total funding $3,000,000
The sum appropriated for this capital improvement project shall be expended by the University of Hawaii.
SECTION 2. The appropriation made for the capital improvement projects authorized by this Act shall not lapse at the end of the fiscal year for which the appropriation is made; provided that all moneys from the appropriation unencumbered as of June 30, 2024, shall lapse as of that date.
SECTION 3. This Act shall take effect on July 1, 2021.
