HOUSE CONCURRENT
RESOLUTION
REQUESTING THE DEPARTMENT OF TRANSPORTATION TO CONDUCT QUARTERLY SWEEPS OF LILIUOKALANI BOTANICAL GARDEN UNDER THE SCHOOL STREET OVERPASS.
WHEREAS, state and city agencies and public officials continue to work toward solutions to address homelessness in the State through increased housing options and expanded outreach services; and
WHEREAS, in the meantime, there are growing numbers of unsanctioned encampments of homeless individuals on state and city property, including parks, sidewalks, bridges, and streams, and along highways, as well as other areas meant for public use; and
WHEREAS, one such established encampment is in Liliuokalani Botanical Garden under the School Street overpass; and
WHEREAS, nearby residents and individuals who frequent the grounds of Liliuokalani Botanical Garden have reported a growing number of concerning incidents, including fights at the encampment; unleashed dogs wandering the grounds; the use and sale of illegal substances; dumping of trash and bulky items on the property and in the stream area; fires; and other safety concerns; and
WHEREAS, allowing the encampment to continue will only cause it to expand in size and number, as well as give individuals residing in the encampment no incentive to seek available services from state, city, and nonprofit outreach providers; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2017, the Senate concurring, that the Department of Transportation is requested to conduct quarterly sweeps of Liliuokalani Botanical Garden under the School Street overpass; and
BE IT FURTHER RESOLVED that the Department of Transportation is requested to coordinate the scheduling of its quarterly sweeps of Liliuokalani Botanical Garden under the School Street overpass with the following agencies and individuals: City and County of Honolulu Department of Facility Maintenance, Governor's Homeless Coordinator, and any other agency deemed necessary to maximize efforts in removing individuals from the homeless encampment and placing them in homeless shelters or with homeless service providers; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor's Homeless Coordinator, Director of Transportation, Mayor of the City and County of Honolulu, members of the Honolulu City Council, and Director and Chief Engineer of the City and County of Honolulu Department of Facility Maintenance.
