HOUSE CONCURRENT
RESOLUTION
REQUESTING THE AUDITOR TO ASSESS THE PROPOSED REGULATION OF PET BOARDING FACILITIES.
WHEREAS, working families in the State use the services of pet boarding facilities to care for their household pets; and
WHEREAS, the State does not currently regulate pet boarding facilities; and
WHEREAS, section 26H-6, Hawaii Revised Statutes, requires that "[n]ew regulatory measures being considered for enactment that, if enacted, would subject unregulated professions and vocations to licensing or other regulatory controls shall be referred to the auditor for analysis"; and
WHEREAS, House Bill No. 1162 (2019) proposes the regulation of pet boarding facilities by the Department of Agriculture; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, the Senate concurring, that the Auditor is requested, pursuant to section 26H-6, Hawaii Revised Statutes, to analyze the proposed regulation of pet boarding facilities in House Bill No. 1162 (2019) and to:
(1) Describe the probable effects of the measure;
(2) Assess whether the enactment of the measure is consistent with the policies set forth in section 26H‑2, Hawaii Revised Statutes; and
(3) Assess potential alternative forms of regulation; and
BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days before the convening of the Regular Session of 2020; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor and the Chairperson of the Board of Agriculture.
