HOUSE CONCURRENT
RESOLUTION
urging the department of transportation to examine alternative ways to redesign the h-1/h-2 freeway merge TO ALLEVIATE TRAFFIC CONGESTION.
WHEREAS, Hawaii faces severe traffic problems, which continue to worsen and impose substantial hardships on commuters and businesses; and
WHEREAS, excessive traffic congestion has a severe detrimental impact on Hawaii's economy, the environment, and the quality of life for residents; and
WHEREAS, Honolulu ranked first for traffic congestion out of 100 cities in 2011 according to a study by INRIX, a provider of traffic and navigation services in North America; and
WHEREAS, the INRIX study found that Honolulu drivers waste an average of 58 hours per year in traffic congestion; and
WHEREAS, West Oahu commuters face some of the most severe traffic congestion on Oahu as they travel toward Honolulu on weekday mornings often spending several hours in traffic gridlock; and
WHEREAS, a bottleneck exists at the H-1/H-2 freeway merge that exacerbates the traffic congestion problem; and
WHEREAS, a comprehensive study examining the
worsening traffic congestion by the H-1/H-2 freeway merge would assist the
State in finding solutions to address one area of concern regarding traffic
congestion; now, therefore,
BE IT RESOLVED by the House of Representatives of the Twenty-seventh
Legislature of the State of Hawaii, Regular Session of 2013, the Senate
concurring, that the Department of Transportation is urged to study alternative
ways to alleviate Eastbound traffic congestion on the H-1/H-2 freeway,
particularly near the H-1/H-2 merge; and
BE IT FURTHER RESOLVED that the study consider possible ways of redesigning the H-1/H-2 freeway merge; and
BE IT FURTHER RESOLVED that the Department of Transportation submit a report, including any findings, recommendations, and necessary legislation, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2014; and
BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Director of Transportation.
