HOUSE CONCURRENT

RESOLUTION

 

 

requesting an audit of all energy efficiency projects.

 

 


     WHEREAS, the Legislature declares that the State of Hawaii must reduce its reliance on non-renewable energy sources; and

 

     WHEREAS, to facilitate this public policy, the Legislature has enacted various tax credit programs to incentivize the use of energy efficient appliances and equipment in both the public and private sectors; and

 

     WHEREAS, the federal government has also established various programs to promote the use of energy efficient appliances and equipment, including matching grant programs to assist State and county government with the outlay of capital to purchase and install the energy-efficient appliances and equipment; and

 

     WHEREAS, the Legislature received reports of various State department utilizing operational funds intended for electricity payments being used to purchase energy efficient appliances and equipment; and

 

     WHEREAS, the Legislature has also received conflicting reports on whether these departments have also received other benefits from the federal government for taking these steps; and

 

     WHEREAS, in light of the enormous budget shortfall that the State of Hawaii is currently experiencing, it is vital for the State to develop and implement a consistent plan of action for all departments to maximize any federal funding or benefits that could be received for the purchase and installation of energy efficient appliances and equipment; now, therefore;

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2011, the Senate concurring, that the Auditor is requested to conduct a comprehensive audit of all energy efficiency projects conducted by State departments and agencies; and

 

     BE IT FURTHER RESOLVED, that the audit include a listing of all projects initiated during fiscal year 2011-2012 and the sources of funding for any commitments made by the State; and

 

     BE IT FURTHER RESOLVED, that the Auditor submit a report the Legislature at least twenty days prior to the convening of the Regular Session of 2012; and

 

     BE IT FURTHER RESOLVED that certified copies be transmitted to the Governor of the State of Hawaii; the State Comptroller; and the Auditor.
