HOUSE CONCURRENT
RESOLUTION
urging the department of environmental services refuse division of the city and county of honolulu to solve its ongoing maintenance and communication problems at the wai‘anae convenience center.
WHEREAS, the Wai‘anae Convenience Center (Center), operated by the Department of Environmental Services Refuse Division of the City and County of Honolulu, is the only refuse center located on the Leeward side of Oahu for residents to legally dispose of bulky items and other waste; and
WHEREAS, while the residents of the Leeward Coast desire to dispose of their refuse legally, they are reporting extreme wait times of up to three hours to dispose of bulky items and other waste at the Center; and
WHEREAS, residents are experiencing a severe lack of communication with employees working on-site at the Center due to problems such as outdated telephone lines and equipment; and
WHEREAS, the extreme wait times to use the Center, together with major communication problems with staff, forces residents to drive with heavy loads of bulky items or other waste on or in their vehicles which creates unsafe conditions or danger in transporting the bulky items; and
WHEREAS, due to the traffic congestion caused by excessive wait times for those drivers using the Center, residents who live near the Center are experiencing issues with simple tasks that happen every day such as receiving delivery of their mail and simply driving to their homes; and
WHEREAS, the Center is not staffed with an adequate number of refuse vehicle drivers and is not provided with a sufficient amount of refuse bins to properly handle the increasing pace at which those bins are being filled; and
WHEREAS, the Leeward Coast has been experiencing an increase in illegal dumping in the last few years due in part to the lack of proper disposal options and the inadequate service provided at the Center; and
WHEREAS, the importance of, and need for, properly maintained refuse centers on the Leeward Coast is increasing due to the growing population; now, therefore,
BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that the Department of Environmental Services Refuse Division of the City and County of Honolulu is urged to solve its ongoing maintenance and communication problems at the Wai‘anae Convenience Center; and
BE IT FURTHER RESOLVED that the Department of Environmental Services Refuse Division of the City and County of Honolulu is requested to consider increasing the number of bins provided at the Center, hiring adequate staff such as additional refuse vehicle drivers, and updating or replacing telephone lines and equipment for use by its on-site employees; and
BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Mayor of the City and County of Honolulu, Director of the City and County of Honolulu Department of Environmental Services, and Chief of the Refuse Division of the City and County of Honolulu Department of Environmental Services.
