HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING THE OFFICE OF PLANNING TO FACILITATE THE INCORPORATION OF GENDER MAINSTREAMING INTO STATE POLICY.

 

 

 


     WHEREAS, gender equality is a goal that is ongoing as gender inequality still continues to persist in various forms in Hawaii and the rest of the nation; and

 

     WHEREAS, achieving greater equality between women and men requires changes at many levels including changes in policy in political decision-making structures; and

 

     WHEREAS, gender mainstreaming is a comprehensive strategy aimed at achieving greater gender equality by integrating a gender perspective into existing programmatic areas and policies; and

 

     WHEREAS, the concept of gender mainstreaming was first proposed at the 1985 Third World Conference on Women in Nairobi, Kenya and since 1997, gender mainstreaming has been a United Nations policy for all United Nations agencies; and

 

     WHEREAS, the United Nations Economic and Social Council defines gender mainstreaming as the public policy concept of assessing the implications for women and men of any planned action, including legislation, policies, or programs, in all areas and at all levels; and

 

     WHEREAS, gender mainstreaming is also described as a strategy for making women's and men's concerns and experiences an integral dimension of the design, implementation, monitoring, and evaluation of policies and programs in all political, economic, and societal spheres so that women and men benefit equally, and inequality is not perpetuated; and

     WHEREAS, incorporating gender mainstreaming is one means of furthering gender equality in the State; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-ninth Legislature of the State of Hawaii, Regular Session of 2018, the Senate concurring, that the Office of Planning is requested to facilitate the incorporation of gender mainstreaming into state policy, including performing research and policy analysis; and

 

     BE IT FURTHER RESOLVED that the Office of Planning is requested to consult with organizations and entities that are focused on promoting gender equality and reducing gender-based inequities, such as the Hawaii State Commission on the Status of Women and Hawaii Civil Rights Commission; and

 

     BE IT FURTHER RESOLVED that the Office of Planning is requested to work with the Department of Human Resources Development and the Department of Labor and Industrial Relations on ways to educate and train state departments and agencies and their employees about gender mainstreaming as it relates to their functions and responsibilities; and

 

     BE IT FURTHER RESOLVED that the Office of Planning is requested to submit a report of the progress made pursuant to this measure, including findings and recommendations, to the Legislature no later than twenty days before the convening of the Regular Session of 2019; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor of the State of Hawaii; Director of the Office of Planning; Director of Human Resources Development; Director of Labor and Industrial Relations; Executive Director of the Hawaii State Commission on the Status of Women; and Executive Director of the Hawaii Civil Rights Commission.
