HOUSE CONCURRENT

RESOLUTION

 

 

requesting the establishment of A Task Force to STUDY THE RestructurING and reorganizATION OF the Hawaii state foundation on culture and the arts.

 

 

 


     WHEREAS, Hawaii is a leader in national arts legislation and its unique contributions to the diversity of national and international arts and culture must be nurtured and encouraged; and

 

     WHEREAS, the State Foundation on Culture and the Arts was established by the Legislature in 1965 and was charged with the mission to promote, perpetuate, preserve, and encourage culture and the arts, history and the humanities as central to the quality of life of the people of Hawaii; and

 

     WHEREAS, the State Foundation on Culture and the Arts provides programs such as Art in Public Places, Arts in Education, Community Arts, Folk Arts, Individual Artists Fellowships, and various grant opportunities for organizations and individuals; and

 

     WHEREAS, better coordination and collaboration between the State Foundation on Culture and the Arts, government agencies, organizations, and the community will assist in the fulfillment of the Foundation's mission; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, the Senate concurring, that the Comptroller is requested to establish and chair a task force to study the restructuring and reorganization of the State Foundation on Culture and the Arts, to ensure its effective management; and
     BE IT FURTHER RESOLVED that the task force include but not be limited to the following members:

 

     (1)  The Executive Director of the State Foundation on Culture and the Arts or the Executive Director's designee;

 

     (2)  The Director of Business, Economic Development, and Tourism or the Director's designee;

 

     (3)  The President and Chief Executive Officer of the Hawaii Tourism Authority or the President and Chief Executive Officer's designee;

 

     (4)  Two members from a list of nominees submitted by the Chair of the House of Representatives Committee on Culture and the Arts;

 

     (5)  Two members from a list of nominees submitted by the Chair of the House of Representatives Committee on Tourism;

 

     (6)  Two members from a list of nominees submitted by the Chair of the Senate Committee on Tourism;

 

     (7)  Two members from a list of nominees submitted by the Chair of the Senate Committee on Education; and

 

     (8)  Four members, one to represent each of the counties; and

 

     BE IT FURTHER RESOLVED that the Task Force is requested to study the following matters:

 

     (1)  The effectiveness of the State Foundation on Culture and the Arts;

 

     (2)  Ineffective and effective infrastructure within the State Foundation on Culture and the Arts;

 

     (3)  Reorganization of the structure of the State Foundation on Culture and the Arts for efficiency;

     (4)  Necessary infrastructure to create efficient management of the State Foundation on Culture and the Arts;

 

     (5)  Continuing and new duties of the State Foundation on Culture and the Arts;

 

     (6)  New missions for the State Foundation on Culture and the Arts, if needed; and

 

     (7)  Methodology for the State Foundation on Culture and the Arts to implement a new structure; and

 

     BE IT FURTHER RESOLVED that all members of the task force be appointed no later than thirty days after the last day of the Regular Session of 2012, and that the Task Force convene its initial meeting within thirty days after appointment of the last member; and

 

     BE IT FURTHER RESOLVED that the Task Force, with the assistance of the Legislative Reference Bureau, submit a progress report of its findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013, and a final report of its findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2014; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Comptroller; the Executive Director of the State Foundation on Culture and the Arts; the Director of Business, Economic Development and Tourism; and the President and Chief Executive Officer of the Hawaii Tourism Authority.
