HOUSE CONCURRENT

RESOLUTION

 

 

REQUESTING an emphasis on collaboration, openness, and strengthening of the long term relationship between THE STATE AND UNITED STATES NAVY in ADDRESSing AND RESOLVing ISSUES RELATING TO THE LEAKAGE OF FUEL FROM THE NAVY'S RED HILL UNDERGROUND fuel STORAGE FACILITY.

 

 

 

WHEREAS, the United States Navy's Red Hill Underground Fuel Storage Facility, located near Pearl Harbor, Oahu, was constructed between 1940 and 1943 to provide fuel to U.S. ships and aircraft fighting in the Pacific during World War II; and

 

WHEREAS, the facility has 20 tanks, each of which is capable of holding 12,600,000 gallons of fuel; and

 

     WHEREAS, on January 24, 2014, the U.S. Navy confirmed a fuel leakage from Red Hill Storage Tank No. 5, which caused the release of up to 27,000 gallons of jet fuel; and

 

WHEREAS, as a consequence of the release of the jet fuel, the Legislature adopted S.C.R. No. 73, H.D. 1, in the 2014 Regular Session which, among other things, requested the Director of Health to convene a task force to study the effects of the fuel leak and report the task force's findings and recommendations to the Legislature prior to the convening of the Regular Session of 2015; and

 

WHEREAS, the military community is an integral part of Hawaii's social and economic infrastructure, and the State, U.S. Navy, and the City and County of Honolulu share interests of vital importance, including the health and welfare of the State's residents, military population, and visitors, economic considerations, and national security; and

 

WHEREAS, the "good neighbor" policy of the State and military community fostered by open dialog, a collaborative approach, and an appreciation of the other party's circumstances has overcome and resolved many issues between the parties in the past and this policy of mutual respect and openness is critical for a mutually beneficial future for everyone; now, therefore,

 

BE IT RESOLVED by the House of Representatives of the Twenty-eighth Legislature of the State of Hawaii, Regular Session of 2015, the Senate concurring, that the Director of Health is requested to develop and implement a course of action that emphasizes collaboration, openness, and strengthening of the long-term relationship between the State and the United States Navy in addressing and resolving the issues relating to the leakage of fuel from the Red Hill Underground Fuel Storage Facility; and

 

BE IT FURTHER RESOLVED that the Director of Health is requested to submit a report of findings and recommendations on the Department of Health's course of action, including proposed legislation, if any, to the Legislature no later than 20 days prior to the convening of the Regular Session of 2016; and

 

BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Commander of the United States Pacific Fleet, the Commander of the United States Pacific Command, and the Director of Health.
