HOUSE CONCURRENT

RESOLUTION

 

 

URGING THE DEPARTMENT OF FACILITY MAINTENANCE OF THE CITY AND COUNTY OF HONOLULU, IN CONJUNCTION WITH THE UNITED STATES ARMY CORPS OF ENGINEERS AND DEPARTMENT OF ENVIRONMENTAL SERVICES OF THE CITY AND COUNTY OF HONOLULU, TO IMMEDIATELY AND REGULARLY CLEAN THE DRAINAGE CANALS AND STREAMS IN WAIMANALO, KANEOHE, AND KAILUA AND DEVELOP RECOMMENDED CLEANING SCHEDULES FOR DRAINAGE CANALS AND STREAMS.

 

 


     WHEREAS, between 1915 and 2019, floods have caused more than $225,000,000 in damage on Oahu; and

 

     WHEREAS, without regular cleaning, human-made and natural debris and sediment can accumulate in drainage canals and streams, creating dams that block the canals and streams; and

 

     WHEREAS, according to the Federal Emergency Management Agency, a blocked drainage canal increases the risk of frequent overbank flooding; and

 

     WHEREAS, according to the Hawaii State Data Book, Kaneohe received 60.61 inches of rainfall in 2017; and

 

     WHEREAS, the lack of regular cleaning of drainage canals and streams in Waimanalo, Kaneohe, and Kailua increases the risk of flooding in surrounding homes; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the Senate concurring, that the Department of Facility Maintenance of the City and County of Honolulu, in conjunction with the United States Army Corps of Engineers and Department of Environmental Services of the City and County of Honolulu, is urged to immediately clean the drainage canals and streams in Waimanalo, Kaneohe, and Kailua; and

 

     BE IT FURTHER RESOLVED that the Department of Facility Maintenance, in conjunction with the United States Army Corps of Engineers and Department of Environmental Services of the City and County of Honolulu, is requested to develop recommended cleaning schedules for drainage canals and streams and regularly clean the drainage canals and streams in Waimanalo, Kaneohe, and Kailua based on this schedule; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the United States Army Corps of Engineers District Commander of the Honolulu District, Director of the Department of Environmental Services of the City and County of Honolulu, and Director and Chief Engineer of the Department of Facility Maintenance of the City and County of Honolulu.
