HOUSE CONCURRENT

RESOLUTION

 

 

Convening a task force to create a plan for the establishment of a hawaii state theater system.

 

 

 


     WHEREAS, numerous historic theaters located across the State have facilitated meaningful cultural and community experiences for generations of Hawaii residents and visitors; and

 

     WHEREAS, the Hawaii Theater Center, the second largest proscenium performance facility in the State, and the only remaining theater of its type in Hawaii, has been recognized nationally for its historic, architectural, and community significance; and

 

WHEREAS, in addition to the Hawaii Theater Center, residents and visitors to the State have enjoyed significant intangible benefits provided by other historic theaters, including the: Aloha Theater, Honokaa People's Theater, and Palace Theater, all located in the County of Hawaii; Historic Waimea Theater, located in the County of Kauai; and Iao Theater, located in the County of Maui; and

 

WHEREAS, many of the historic theaters in the State have served the community for many decades, without the benefit of an organized system of support by their peers, their communities, or the State; and

 

WHEREAS, developing a plan for a Hawaii state theater system that would allow these significant historic and community institutions to continue to thrive in the coming years by offering concrete ways to support these irreplaceable theater facilities and bolster theater staff, events, and educational programming; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, the Senate concurring, that the Legislature requests the Hawaii Theater Center to convene a Hawaii State Theater System Task Force to create a plan for the establishment of a Hawaii state theater system; and

 

     BE IT FURTHER RESOLVED that the plan created by the Hawaii State Theater System Task Force is requested to include:

 

     (1)  Identification of the collective needs among historic theaters and any concrete measures that can be taken to address the identified needs;

 

     (2)  A clear articulation of a vision and mission for a Hawaii state theater system; and

 

     (3)  Recommendations regarding State support of the historic theaters; and

 

     BE IT FURTHER RESOLVED that the Hawaii State Theater System Task Force comprise a coalition of representatives of historic theaters in the State, including the following members:

 

     (1)  A representative of the Hawaii Theater Center, to be selected by the Hawaii Theater Center Board of Directors;

 

     (2)  A representative of the Aloha Theater, to be selected by the Aloha Theater Board of Directors;

 

     (3)  A representative of the Historic Waimea Theater, to be selected by the Historic Waimea Theater Board of Directors;

 

     (4)  A representative of the Honokaa People's Theater, to be selected by the owner of the Honokaa People's Theater;

 

     (5)  A representative of Maui OnStage at the Historic Iao Theater, to be selected by the Maui OnStage Board of Directors; and

     (6)  A representative of the Palace Theater, to be selected by the Palace Theater Board of Directors; and

 

BE IT FURTHER RESOLVED that the selected representative of the Hawaii Theater Center shall serve as chair of the Hawaii State Theater System Task Force; and

 

     BE IT FURTHER RESOLVED that the chair of the Hawaii State Theater System Task Force invite representatives from other related entities to participate in the task force, as appropriate; and

 

     BE IT FURTHER RESOLVED that the Hawaii State Theater System Task Force is requested to submit to the Legislature a report of its findings and recommendations, including any proposed legislation, no later than twenty days prior to the convening of the Regular Session of 2021; and

 

     BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Governor; Administrator of the Department of Land and Natural Resources State Historic Preservation Division; chairs of the boards of directors of the Hawaii Theater Center, Aloha Theater, Historic Waimea Theater, Maui OnStage at the Historic Iao Theater, and Palace Theater; and owner of the Honokaa People's Theater.
