STATE OF HAWAII

HOUSE RESOLUTION

 

 

congratulating Malama Koloa for receiving a designation of holo holo koloa as a state scenic byway and supporting the scenic byway corridor management plan for holo holo koloa.

 

 

     WHEREAS, the National Scenic Byways Program is part of the United States Department of Transportation, Federal Highway Administration; and

 

     WHEREAS, the vision of the Federal Highway Administration's National Scenic Byways Program is "to create a distinctive collection of American roads, their stories and treasured places"; and

 

     WHEREAS, the Hawaii Scenic Byways Program is administered through the state Department of Transportation; and

 

     WHEREAS, scenic byways are roads that tell a special story, roads with outstanding historic, scenic, archaeological, cultural, natural, and recreational intrinsic qualities, and roads that will benefit from a coordinated strategy for tourism and economic development; and

 

     WHEREAS, local community groups manage scenic byways to protect and enhance them through collaboration with government agencies and business and community groups; and

 

     WHEREAS, the state Department of Transportation approved the nomination and has designated Holo Holo Koloa as a State Scenic Byway; and

 

     WHEREAS, Malama Koloa, a community nonprofit organization, is the local sponsor of the Holo Holo Koloa Scenic Byway; and

 

     WHEREAS, The Kauai Album, written by Carol Wilcox, states, "The history of Koloa is in many ways Hawai‘i's history in microcosm"; and

     WHEREAS, Holo Holo Koloa Scenic Byway is a collaborative effort between community, business, and government to protect, preserve, restore, promote, and share the special intrinsic qualities of the area, particularly the role that it played in the history of Kauai and the State; and

 

     WHEREAS, the diverse and inclusive local byway committee is preparing a Scenic Byway Corridor Management Plan for Holo Holo Koloa through a broad-based, intergovernmental, cooperative planning process; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that this body hereby congratulates Malama Koloa for receiving designation of Holo Holo Koloa as a State Scenic Byway; and

 

     BE IT FURTHER RESOLVED that this body supports the efforts of Malama Koloa in preparing the Scenic Byway Corridor Management Plan for the Holo Holo Koloa Scenic Byway; and

 

     BE IT FURTHER RESOLVED that this body supports designation of Holo Holo Koloa as a National Scenic Byway; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, Mayor of the County of Kauai, Chairperson of the Kauai County Council, and Director of Malama Koloa.
