WHEREAS, Maunalua Bay and its adjacent parks and recreation areas are among East Oahu's most important public open spaces; and

WHEREAS, many residents of East Oahu and other communities enjoy the Maunalua Bay area with their families and friends; and

WHEREAS, people who enjoy the Maunalua Bay area need access to public restroom facilities; and

WHEREAS, the City and County of Honolulu closed the restroom facilities at Maunalua Bay Beach Park in early 2010 because the restrooms did not meet federal standards; and

WHEREAS, City officials have publicly stated on several occasions that the restrooms would reopen on various dates; and

WHEREAS, the dates provided by city officials for the re-opening of the restrooms have come and gone, and the restrooms have remained closed for approximately four years; and

WHEREAS, four years is an unreasonably long period of time for public restrooms to remain closed for repairs; and

WHEREAS, the closure of the Maunalua Bay Beach Park restrooms has caused great inconvenience to many residents and visitors; and

WHEREAS, the City and County of Honolulu has incurred additional expenses by renting portable toilets for Maunalua Bay Beach Park while the restrooms remain closed for repairs; and

WHEREAS, the City and County of Honolulu has indicated that the lengthy closure is the result of various issues, such as the need to coordinate with private landowners, install a sewer pipe under a state highway, and connect to a privately owned wastewater system; and

WHEREAS, the City and County of Honolulu has indicated that the restrooms should finally reopen in April of 2014; and

WHEREAS, the public would like to be reassured that a lengthy closure of this nature does not occur again or inconvenience other communities in a similar way; now, therefore,

BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2014, the City and County of Honolulu is urged to carefully document any lessons learned regarding the Maunalua Bay Beach Park restroom repair project during the four years the restrooms have been closed; and

BE IT FURTHER RESOLVED the City and County of Honolulu is urged to require appropriate city officials to carefully review any documented lessons learned in order to prevent any similar problems or mistakes in the future; and

BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor and to each member of the Council of the City and County of Honolulu.
