HOUSE RESOLUTION

 

 

urging the national guard hawaii youth CHALLENGE program to consider alternative sites for its program activities on the island of hawaii.

 

 

 


     WHEREAS, the mission of the National Guard's Hawaii Youth Challenge Program is to "[provide] opportunities to learn life skills needed to be successful, responsible, productive citizens in the community while earning their high school diploma"; and

 

     WHEREAS, the Hawaii Youth Challenge Program accepts youths from sixteen to nineteen years of age who are failing or who have dropped out of school; and

 

     WHEREAS, the program transforms its participants by instilling the values of discipline, integrity, courage, honor, commitment, and duty; and

 

     WHEREAS, the Governor plans to close the Kulani Correctional Facility on the island of Hawaii to address the State's growing budget deficit; and

 

     WHEREAS, the Department of Public Safety and the Department of Defense plan to use the Kulani Correctional Facility on the island of Hawaii as a Hawaii Youth Challenge facility; and

 

     WHEREAS, while the National Guard's Hawaii Youth Challenge Program is changing the lives of many youths in the State, there are other locations that could be used for the Hawaii Youth Challenge Program that do not have the same type of significance to the State's public safety as the Kulani Correctional Facility; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-fifth Legislature of the State of Hawaii, Regular Session of 2010, that this body urges the Department of Public Safety and the Department of Defense to consider alternative locations for the National Guard Hawaii Youth Challenge Program including:

 

     (1)  The old Keaau National Guard facility; or

 

     (2)  The Keaukaha military reservation near the Hilo airport; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor, the Adjutant General, the Director of Public Safety, and the Director of the National Guard Hawaii Youth Challenge Program.
