HOUSE RESOLUTION

 

 

URGING THE UNITED STATES CONGRESS, THE FEDERAL COMMUNICATIONS COMMISSION, AND THE FEDERAL TRADE COMMISSION TO ELIMINATE FRAUDULENT telePHONE CALLS.

 

 

 


     WHEREAS, consumers need protection from fraudulent business practices; and

 

     WHEREAS, some disreputable businesses use telephone calls to attempt to lure consumers into their fraudulent business practices; and

 

     WHEREAS, many of these businesses impersonate governmental agencies, such as the Internal Revenue Service, in the course of conducting their schemes; and

 

     WHEREAS, even though many of these calls are not traced and do not involve credit card transactions, consumers may still suffer harm in other ways; and

 

     WHEREAS, telephone companies should be required to warn consumers of calls from suspected fraudulent businesses before the calls reach consumers so that consumers do not have to waste their time listening to or filtering out these calls; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the United States Congress, the Federal Communications Commission, and the Federal Trade Commission are urged to take steps, including the enactment of laws or regulations, to:

 

     (1)  Eliminate all fraudulent telephone calls in the United States, regardless of whether the calls are traced or whether they involve credit card transactions; and

 

     (2)  Require telephone companies to provide audible or visual warnings of calls from suspected fraudulent sources before the calls reach consumers; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Majority Leader of the United States Senate, Speaker of the United States House of Representatives, Hawaii's congressional delegation, Chairman of the Federal Communications Commission, and Chairman of the Federal Trade Commission.
