HOUSE RESOLUTION

 

 

requesting the Department of Accounting and general services and the state foundation on culture and the arts to use certain portions of the works of art special fund to fund native hawaiian artwork.

 

 

 


     WHEREAS, the Art in Public Places Program, which designates one percent of the construction costs of new buildings for the acquisition of works of art, was established in 1967 with the enactment of the Art in State Buildings Law; and

 

     WHEREAS, the Legislature created the Works of Art Special Fund in 1989, which expanded upon the provisions of the Art in State Buildings Law to include the placement of art in all state public places and added revenue dedicated to the acquisition of art, by including one percent of the renovation costs of state capital improvement projects as a source of revenue; and

 

     WHEREAS, the Art in Public Places Program seeks to enhance the environmental quality of state public buildings and spaces throughout the State for the enjoyment and enrichment of the public; cultivate the public's awareness, understanding and appreciation of visual arts in all media, styles, and techniques; contribute toward the development and recognition of a professional artistic community; and acquire, interpret, preserve and display works of art expressive of the character of the Hawaiian Islands, the multicultural heritage of its people, and the various creative interest of its artists; and

 

     WHEREAS, Hawaii has a rich cultural artistic heritage, represented in the traditional mediums of wood carving, feather work, petroglyphs, and bark cloth, as well as more modern art forms, including paintings, murals, sculptures, and ceramics, which carry Native Hawaiian themes and design; and
     WHEREAS, the art of Native Hawaiians plays an important role in the preservation and celebration of Native Hawaiian culture, as well as representing the beauty and spirit of the Hawaiian Islands; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-seventh Legislature of the State of Hawaii, Regular Session of 2013, that the Department of Accounting and General Services and the State Foundation on Culture and the Arts are requested to dedicate one percent of all funds collected pursuant to section 103-8.5, Hawaii Revised Statutes, for the preservation, acquisition, display, commission, maintenance or restoration of Native Hawaiian Art; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Comptroller of the Department of Accounting and General Services and the Executive Director of the State Foundation on Culture and the Arts.
