HOUSE RESOLUTION

 

 

CONGRATULATING the Kaua‘i County Planning Department for their plan, Kaua‘i Kākou:  Kaua‘i County General Plan.

 

 


     WHEREAS, the American Planning Association recognizes individuals, communities, private organizations, public agencies, and professional planning and design firms whose work exemplifies the planning professions highest goals and ideals; and

 

     WHEREAS, in 2019, the American Planning Association selected the plan created by the County of Kaua‘i Planning Department, titled Kaua‘i Kākou:  Kaua‘i County General Plan, as the recipient of one of five National Planning Excellence Awards; and

 

     WHEREAS, Kaua‘i Kākou received the 2019 Daniel Burnham Award for a Comprehensive Plan, which is bestowed in honor of Daniel H. Burnham and is the most prestigious honor the American Planning Association awards for excellence in comprehensive planning; and

 

     WHEREAS, Kaua‘i Kākou previously received the 2018 Outstanding Planning Award from the Hawaii Chapter of the American Planning Association, in recognition of the general plan's innovation and response to community input; and

 

     WHEREAS, the general plan is the guiding policy document for the County of Kaua‘i, directing where and how growth should occur to ensure sustainability, resilience, and opportunity for all over the next twenty years; and

 

     WHEREAS, the general plan embodies the theme Kaua‘i Kākou, a Hawaiian concept meaning "we're all in this together", by identifying different ways of collaborating and encouraging partnerships among government agencies, civic leaders, nonprofit groups, and the community to bring about positive change; and

 

     WHEREAS, the objectives and actions of the general plan were organized into ten topical areas, or sectors:  the watershed; housing; land transportation; critical infrastructure; shared spaces; economy; heritage resources; energy sustainability & climate change mitigation; public safety & hazards resiliency; and opportunity & health for all; and

 

     WHEREAS, the Planning Department's project team set out to create a plan inspired by the most progressive thinking in comprehensive planning that acknowledges Kaua‘i's unique heritage by including policies to support social equality among Kaua‘i's ethnically diverse community, protect Kaua‘i's heritage resources, and connect Native Hawaiian traditions, such as the ahupua‘a system, with modern day land use and management principles; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that this body hereby congratulates the County of Kaua‘i Planning Department for receiving the most prestigious National Planning Excellence Award that the American Planning Association bestows for excellence in comprehensive planning -- the 2019 Daniel Burnham Award for a Comprehensive Plan -- and receiving the 2018 Outstanding Planning Award from the Hawaii Chapter of the American Planning Association, for the Planning Department's plan Kaua‘i Kākou:  Kaua‘i County General Plan; this body expresses its appreciation and applause to the Planning Department for its work to provide years of government and community guidance that exemplifies the planning profession's highest goals and ideals, through the creation of a general plan inspired by the most progressive thinking in comprehensive planning and specifically tailored to meet the unique needs of the Kaua‘i community.
