HOUSE RESOLUTION

 

 

Requesting The legislative reference bureau to study gubernatorial appointments to boards and commissions.

 

 

 


     WHEREAS, pursuant to section 26-34, Hawaii Revised Statutes, the Governor is required to appoint members of certain boards and commissions established by law; and

 

     WHEREAS, the Governor's New Day initiative promises to restructure and prioritize certain state programs; and

 

     WHEREAS, the current economic downturn presents the State with an opportunity to reevaluate and restructure its operations and organization to do more with fewer resources; and

 

     WHEREAS, the State can take advantage of this opportunity to increase its efficiency by examining appointments made by the Governor to boards and commissions; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Twenty-sixth Legislature of the State of Hawaii, Regular Session of 2012, that the Legislative Reference Bureau is requested to study gubernatorial appointments to boards and commissions; and

 

     BE IT FURTHER RESOLVED that in its study of gubernatorial appointments to boards and commissions, the Legislative Reference Bureau make recommendations including but not limited to:

 

(1)  Whether the elimination or creation of any board or commission appointments would increase efficiency in government operations;

 

(2)  Whether changes to the term lengths and allowable number of successive terms of board or commission members would increase efficiency in the operations of any particular boards or commissions; and

 

(3)  Any other measures that would increase efficiency in the operations of both particular boards or commissions and general state government; and

 

     BE IT FURTHER RESOLVED that the Legislative Reference Bureau report its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2013; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Governor and Director of the Legislative Reference Bureau.
