HOUSE RESOLUTION

 

 

requesting the legislature TO consider supplemental budget requests from the department of commerce and consumer affairs.

 

 

 


     WHEREAS, Act 5, Session Laws of Hawaii 2019, and Act 29, Session Laws of Hawaii 2019, established the operating budget for the Department of Commerce and Consumer Affairs; and

 

     WHEREAS, a trade-off of $129,370 in special funds ceiling and one full-time equivalent position is requested to transfer and re-describe one position and special funds ceiling from Cable Television, Program ID CCA102, to the Office of Consumer Protection, Program ID CCA110; and

 

     WHEREAS, a trust fund ceiling increase of $497,000 for Cable Television, Program ID CCA102, is requested to offset some of the anticipated financial impacts resulting from the Federal Communications Commission's 2019 Franchise Fees Order with respect to the Institutional Network; and

 

     WHEREAS, a trust fund ceiling increase of $400,000 for Cable Television, Program ID CCA102, is requested to expand broadband access by partnering with the Hawaii State Public Library System to establish a Mobile WiFi Hotspot Lending Pilot Program; and

 

     WHEREAS, an increase of $50,000 in special funds for Financial Services Regulation, Program ID CCA104, is requested for the purchase of a recurring subscription for a document management system to manage and store documents; and

 

     WHEREAS, a trust fund ceiling increase of $49,000 in Insurance Regulatory Services, Program ID CCA106, is requested to attend more training and conduct increased community outreach programs; and

 

     WHEREAS, a trade-off of $141,485 in special funds ceiling and one full-time equivalent position is requested to transfer and re-describe one position from Insurance Regulatory Services, Program ID CCA106, to the Office of Consumer Protection, Program ID CCA110; and

 

     WHEREAS, a trade-off of $54,432 in special funds ceiling and one full-time equivalent position is requested to transfer and re-describe one position from Insurance Regulatory Services, Program ID CCA106, to General Support, Program ID CCA191; and

 

     WHEREAS, the transfer of positions is considered the highest priority for the Department of Commerce and Consumer Affairs; and

 

     WHEREAS, these adjustments to the Department of Commerce and Consumer Affairs' existing budget are requested to reflect shifts in programmatic needs and priorities; now, therefore,

 

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2020, that the Legislature is requested to consider the supplemental budget requests of the Department of Commerce and Consumer Affairs; and

 

     BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Chair of the House Standing Committee on Finance.
