HOUSE RESOLUTION

 

 

requesting the City and County of HOnolulu's department of transportation services to continue expansion of the restricted parking zone program to liliha and puunui.

 

 

 


     WHEREAS, the Legislature finds that urban Honolulu is a densely populated area where an influx of new residents and monster homes bring additional cars into the city's neighborhoods; and

 

     WHEREAS, on-street parking is extremely limited and illegal parking is prevalent due to the increase of cars; and

 

     WHEREAS, one solution to ensure that homeowners have access to on-street parking spaces is to implement regulated restricted parking zones which require limited permits obtained through proof of area residency in order to utilize on-street parking; and

 

     WHEREAS, Arlington, Virginia, has successfully implemented a residential permit parking program since 1977, and Los Angeles, California, has successfully implemented their preferential parking permit program since 1979; and

 

     WHEREAS, the Arlington, Virginia, residential permit parking zones program has expanded to include over 20 zones in areas such as Ashton Heights and Lyon Park; and

 

     WHEREAS, Hawaii has also successfully implemented a restricted parking zone program in Kalihi on Wilson Street in March of 2017; and

 

     WHEREAS, a Hawaii News Now survey reported that 98.8 percent of the residents participating in the Kalihi restricted parking zone program support the program and would support a permanent program; now, therefore,

     BE IT RESOLVED by the House of Representatives of the Thirtieth Legislature of the State of Hawaii, Regular Session of 2019, that the City and County of Honolulu's Department of Transportation Services is requested and encouraged to continue the expansion of the restricted zone parking program to the Liliha and Puunui areas; and

 

     BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Mayor of the City and County of Honolulu, Director of Transportation Services of the City and County of Honolulu, Chair of the Honolulu City Council, and the Chair of the Liliha/Puunui/Alewa Neighborhood Board No. 14.
