A BILL FOR AN ACT
RELATING TO ELECTIONS.
BE IT
ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
SECTION 1. Chapter 11, Hawaii Revised Statutes, is amended by adding a new section to part XIII, subpart E, to be appropriately designated and to read as follows:
"§11- Contributions during legislative session
prohibited. (a) For
non-election years only, no entity, firm, association, corporation, nonprofit corporation, S corporation,
limited liability company, general partnership, limited partnership, or
lobbyist shall make a monetary or in-kind contribution to a candidate who is a member
of the legislature or make a loan to a candidate who is a member of the
legislature or to that candidate's candidate committee or noncandidate
committee during any regular legislative session, during the five calendar days
following adjournment sine die, and during any special session.
(b) For non-election years only, no candidate who
is a member of the legislature shall knowingly solicit or accept a contribution
from a lobbyist or person by
whom the lobbyist is retained or employed or on whose behalf the lobbyist appears or works
during any regular legislative session, during the five calendar days after
adjournment sine die, and during any special session.
(c) For the purposes of this section, "lobbyist" shall have the same meaning as in section 97-1."
SECTION 2. New statutory material is underscored.
SECTION 3. This Act shall take effect on January 1, 2020.

Prohibits campaign contributions and loans from certain entities to members of the legislature and candidate and noncandidate committees during the legislative session, for five days following adjournment sine die, and during a special session in non-election years only.
