A BILL FOR AN ACT

 

 

relating to elections.

 

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 


     SECTION 1.  (a)  The chief election officer shall develop and implement a voting by mail pilot program using absentee ballots only for all federal, state, and county primary, general, and special elections as the exclusive means for casting ballots in the county of Hawaii beginning with the 2010 primary election and continuing through all elections including the general election in 2014.

     In developing and implementing the pilot program, the chief election officer shall use, as a guide and to the extent possible, the statutory provisions on absentee voting in chapter 15, Hawaii Revised Statutes, including but not limited to section 15-14(b) and any rules adopted pursuant to that section.

     (b)  The chief election officer may adopt rules under chapter 91 necessary to carry out the purposes of this section.

     (c)  The chief election officer shall submit a report of any findings and recommendations, including any proposed legislation, to the legislature no later twenty days prior to the convening of the regular session of 2015.  The chief election officer shall also submit interim reports to the legislature no later than twenty days prior to the convening of the regular sessions of 2011 through 2014.

     SECTION 2.  This Act shall take effect upon its approval.
